Public-Private Partnership and transnational exchange for better labour market governance to effectively tackle negative impacts of demographic change in the Danube Region (ANCHOR)
The ANCHOR Project: Improving Labour Market Governance in the Danube Region
Introduction: The ANCHOR Project aims to address the interconnected challenges of demographic changes in the Danube Region, including an aging population, labor market mismatches, and a growing number of vulnerable groups. By improving labor market governance, the project seeks to tackle these issues and create solutions that can drive economic growth and social cohesion in the region.
The Challenges: Across the Danube Region, several sectors and regions face significant labor market challenges:
-
Labor Shortages in certain sectors
-
Structural Unemployment in others
-
Brain Drain from small- and medium-sized cities
-
Limited Access to Employment for marginalized communities
Factors such as unbalanced migration processes and the aging population contribute to these issues. Despite efforts from various stakeholders (local governments, educational institutions, NGOs, and employers), the response has often been fragmented, with overlapping or competing interventions.
The Solution: The ANCHOR Project’s Goals The ANCHOR Project brings together 12 partners from 8 countries and 7 ASPs to improve labor market governance in the Danube Region through better institutional capacities and enhanced coordination. The project aims to:
-
Develop strategies and action plans
-
Create innovative solutions to improve governance
-
Disseminate results for wider impact
Specific Objectives and Activities: The project is structured around three main Specific Objectives (SO):
-
SO1: Develop strategies and action plans to address the negative impacts of demographic change on the labor market. This includes creating a transnational strategy and local action plans that foster collaboration across stakeholders at all levels.
-
SO2: Develop and test innovative solutions to improve labor market governance. The project will focus on:
-
Enhancing the attractiveness of jobs and workplaces through tools like co-branding and workplace programs.
-
Facilitating the integration of vulnerable groups through skill-building workshops and programs for employers to integrate people with disabilities.
-
-
SO3: Disseminate the improved governance model through a Practical Guide for improved labor market governance in the region. This will be complemented by policy recommendations for national and transnational integration.
Key Innovations and Outcomes: The project’s innovative solutions focus on:
-
Attracting and retaining talent by improving job and workplace attractiveness, addressing labor shortages, and counteracting brain drain.
-
Integrating vulnerable groups into the workforce by providing employers with better tools to support these groups.
Final Impact and Long-Term Goals: At the end of the project, the Practical Guide and Policy Recommendations will be shared to help other organizations within and outside the Danube Region adopt the improved labor market governance model. The results of the project will continue to influence national and transnational policies, promoting a more sustainable, inclusive, and prosperous future for the region.
Conclusion: The ANCHOR Project is a significant step forward in addressing the demographic and labor market challenges facing the Danube Region. By fostering collaboration and implementing innovative solutions, the project aims to create lasting change and contribute to a brighter future for all.
